RESEARCH ABOUT CARGO ROBBERY


The more recent statistics about cargo robbery converge to a discovery so indisputable as much as worrying: it is a question of one of crime modalities that more increases in the last time, reaching today unbearable rates. The Sindsolv has the conviction that the effective engagement of civil society entities to combat this trouble is essential.
This is the research proposal about the matter promoted by the union together innumerable business categories, whose results will allow, in first place, to establish a comprehensive and detailed diagnosis about the problem. Afterwards, the subject is propose - together with others sectors equally affected - a combination of measures which contribute as subsidy to the private initiative in order to prevent and combat this kind of crime and in any way, and thus, could help the security public department to face the problem.
We must emphasise that sector of the distribution solvent is specially jeopardized by the cargo robbery increasing process.
Beyond the human and material damage that is experienced as much as the others categories, our sector also has suffered damages in it image, once that the stolen product is used almost exclusively in the gasoline adulteration, making so many times the society take a distorted image of the chairmen who perform this activity.

BENZENE CONTENT REDUCTION


The Sindsolv collaboration was decisive to the development of a realistic and conscious project about the benzene content reduction into solvents. The Labour Ministry, through the Benzene Permanent National Commission (CNPBz), intended to limit, already from this year, the presence of this aromatic to 0,1% in any product composition, except for those to be derived from petroleum combustible, in which a maximum percentage at 1% is accepted.
The measure would be specially disastrous to the rubber solvent final consumers, once the only producer source would need a minimum time limit of five years to adapt them to the specification that are scheduled in the initial proposal. The rubber solvents represents around 1/6 of the total of solvents that are produced in the Country.
The matter has being discussed since the beginning of the year and a minute of a interministry edict - Health, Job and Labour Ministries - which stipulates the immediate reduction of benzene to 0,1% came to be presented to public consult.
After innumerable discussion it, prevailed - thanks mainly to conscientious position of the Labour Ministry - the Sindsolv proposal for reduction to 0,3% until 2005 and, from that date on, the product limitation to o,1%.
The edict that attends equally the involved market agents, is in elaboration stage.
