GOVERNMENT CONTROL
The inherent activities to the solvents distribution are rigorously inspectioned by innumerable government departments. Among the main regulating agents are:


PETROLEUM NATIONAL AGENCY (ANP)
It makes a regulation and inspection of the activities related to petroleum - extraction and refinery - and its by-products distribution and resell. About the solvents sector, the activity is regulated by Edict ANP no 41/2001, wich establish the criteria to the product distribution and the minimum technical requirements that must be attended by the companies that works into the sector, which are obligated to send monthly to ANP the Commercial Products Demonstrative (DCP), where must be written the activity and the economic sector of the buyers, beyond the solvents volume that are commercialized. The ANP also promotes, periodically, inspections “in loco” into the distributors.


STATAL ENVIRONMENTAL AGENCY
The Environmental Departments of the State Government (CETESB, in São Paulo, FEEMA, in Rio de Janeiro, etc.) make a strong control over the activity, by be permanently attentive to the harmful effects to the environment that can be caused by solvents. The distributors have the obligation to submit itself to a rigorous rules as much as vapour emission, discard of effluents, transport criteria and others aspects related to prevention of environmental accidents.


FEDERAL POLICE
Inspects monthly the companies that commercialize products potentially applicable to unlawful aim, cases where are toluene and acetone, whose commerce depends of previous special authorization, with annual renewal. To that, the distributors need to send monthly detailed reports about the commercial products, that include the volume, transportation companies that are used and destination companies, which need special authorization to acquire it.


STATAL POLICE
They perform a similar work of the Federal Police, by inspecting the products that are subjected to unlawful uses. They also demands previous licenses, monthly control reports and annual renewal of the commercial licenses.


DEFENCE MINISTRY
It controls the products commerce which can be used as raw material in manufacturing of explosive devices, as is the case of the toluene, whose sale also needs previous authorization. It demands such as the others quoted departments to send monthly control reports
